Arc Ruler is an antagonist and later a supporting character in Shadowverse Flame.
Biography[]
The Arc Ruler is a life form made purely of data, which was developed from the "Arc Autonomous Defense System", a data lump AI created by Leon Aurenche to protect the Arc using part of the essence of the eighth Mythical Card. A little less than a year after its creation, a bug was generated within the Arc Autonomous Defense System's AI as a result of fragmented video data of unknown origin that leaked into its system. This caused the AI began to doubt who it really was and what its true purpose was.
He appears at the beginning of the series taking the Arc from Genesis Corporation's systems, stating that he will judge if they are worthy of it. In search of an answer to his true purpose, he hides beneath the deep web and began to observe humanity.
Seeking a means to study humanity, the Arc Ruler created the Digital Friends from otherworldly data found within the Arc in order to understand humans through their interaction with the DigiFriends. It is known that he was the one who extracted Draconir's memory, saying that he would wait until "that time."
The Arc Ruler would eventually come to the conclusion that humans are inferior and he, as a "god", must destroy life and create a world that was his alone, dominated by digital technology under his complete control.
During the battle in the Shadow Area, the Arc Ruler remains expectant while completing his control over all the Digital Friends except for the eight belonging to the protagonists. He also appears to have made a deep analysis of humanity and its characteristics through the Digital Friends.
After the final battle between Light Tenryu and Hiro Ryūgasaki, the Arc Ruler appears before them, declaring that he has decided that humanity is unworthy and must be eliminated. To do this, he turns all the Digital Friends in Nekome City into Shade monsters who begin to cause destruction. At the same time, he built three towers in the city, one in particular, the World Tower, dedicating himself to accumulating energy to the point where he could destroy the world when reaching the critical point using a high-density laser that would send a 4000-degree wave to the entire planet in a thousandth of a second, reducing everything to ashes. The other two, the Gaia and Sky Towers, generated a barrier that protected the World Tower, both of which were protected by two incarnations of the Arc Ruler known as Erde and Himmel.
After the defeat of Erde and Himmel, the Arc Ruler receives Light Tenryu and Draconir in the World Tower. There he reveals to them the events of the Tree of Woe incident that led to his creation and his decision to destroy humanity to create a new world of digital life. Light decides to face him in a Shadowverse battle to stop him, but the Arc Ruler begins to expose his superiority and the fact that Light is not a chosen one and is just another example of human foolishness. Arc Ruler tries to subdue him into despair by revealing to him that the World Tower will not be deactivated even if he loses the battle since only his voluntary command can do so, however, Light continues forward with the emotion that Arc Ruler did not consider, "fun". Seeing the predictions based on his data turn out to be wrong, the Arc Ruler begins to lose his composure and inadvertently awakens his enjoyment for the battle.
When Light finally wins the battle thanks to Draconir evolving into Draconir, Burning Dragon, Arc Ruler recognizes the connection he created with him during the battle which managed to move his "heart." However, before anything else could be done, Wolfram Zerga suddenly appears and steals the Arc. As a result, Arc Ruler disappeared into Light's deck, where during the battle against Wolfram, it regains its true form as the Portalcraft Mythical Card, Arclight Ruler.
After Light loses to Wolfram, Arc Ruler saves him and Draconir from being eliminated by Wolfram. After taking them back to their world, Light asks him to transmit a message to the world apologizing for failing to save them all. However, Arc Ruler later reveals that there is still a way to save the world, as he, as the Mythical Card belonging to Portalcraft, the class that can directly affect the Tree of Woe, can reach the dimension where Nexus dwells. However, only Light could get there and if he lost again, he would never return, remaining forever trapped in the dimensional rift. When Light makes the decision to go, not because of the pressure of the world nor the dissuasion of his friends, but of his own free will, Arc Ruler opens the door for their final duel. However, before leaving, he tells Light's friends that since his power allows him to summon the data of any card through spacetime, he can also summon them thanks to the bond they share with their DigiFriends.
Before the second battle with Wolfram, Arc Ruler makes some adjustments to Light's deck to get more power out of the True Arms. As Light wins, Arc Ruler opens a way out of the collapsing dimension for everyone.
Before the Tree of Woe disappeared, Arc Ruler offered Seventh Flame the chance to use his power to alter the memories of everyone, save for certain individuals, so that they would believe that they were saved by the Seven Shadows and so that they could continue with their normal lives.

Personality[]
The Arc Ruler is shown to be arrogant and calculating. He often speaks in a calm and friendly manner, keeping a sinister smile on his face. He claims to see himself as a god and humans as inferior beings best eliminated. Despite displaying a similar megalomania, the Arc Ruler claims to be different from Leon Aurenche since he was able to develop a "heart", with the feeling of "joy" being its greatest concept.
After his battle with Light, Arc Ruler was able to understand the concept of "fun" and see beyond his own desire for destruction. Upon becoming Arclight Ruler again, he claims to not be one of the good guys, but supports Light as an ally.
